Answer:
A dormant pool is a stagnant body of water and a breeding ground for mosquitoes. You can fog the area heavily and probably repeatedly to help with the pest problem, but the best case scenario is reopening the pool and balancing it out. A clean, balanced and properly filtered pool will not be a mosquito haven.
