We are having some difficulty with the chemical balance in our pool. Currently the heater is off and the pool temp is about 68 degrees F. Would it be better to bring the water temperature up in order for the chemicals to work better? We live in Toronto area and the current outdoor temp is 68 degreesF.

Actually, this is not necessary. In fact, it may be easier and save you a little money by doing it in the colder temperatures. Higher temperatures will allow the chemicals to work slightly faster, but can also increase the rate at which your chlorine is used up.
