Answer:

You should be able to minimize the amount of chemicals needed, but unfortunately you cannot avoid them all together as pools/spas do not have the kind of natural filtration and cleaning occuring as in lakes and ponds, etc. Also, in a smaller environment it is important to kill the potentially harmful bacteria with sanitizer/disinfection. Or as you suggest, you can continue to drain and refill the pool almost daily. Consider an alternative sanitizer system that uses minerals to offset the amount of chlorine needed.
